The amendment to the act provides better protection of consumer rights, however, it may discourage them from using new forms of shopping. The Sejm is currently working on the new act on consumer rights which is to implement an EU directive. In accordance with the directive, the member states are under an obligation to adopt and publish the regulations transposing the directive until 13 December 2013, whereas the law itself is to come into effect as of 30 June 2014.
This way, business entities would have some time (at least 6 months) to adapt to the new regulations and consumers would be able to learn about the new law. As we already know, this task proved too difficult for the Polish lawmakers so this period will be much shorter.
